Social Housing in Estonia

Definition of social housing in the IEE work programme is:

‘Single or multi-family homes built to provide affordable dwellings for low income people’

This definition means that ‘social housing’ includes those homes, which are in private ownership but were built with the intention of providing housing for lower income people.

For example, apartments Estonia were previously owned by state and municipalities but are now owned by the residents themselves after the privatisation.

In very many cases in those houses lives low income people, mainly because during the privatisation process the price for the flat was reasonably low and for payment was used special voucher – value for your job done for Soviet Estonian State.

 

Some facts about Estonian housing sector.

  • 626 000 dwellings, floor in 1000 m˛                7 760
  • Dwellings per 1 000 inhabitants                         464
  • Average floor area per inhabitant in m˛                28
  • Multi-apartment buildings                            ~ 14 000
  • 75% of population are living in the multi-apartment buildings

 

Major problems related to apartment buildings according to the Estonian Housing Development plan until 2008 are

 

Technical problems:

  • Structural defaults
  • Water-supply, heating and electrical system defaults
  • Poor energy-performance

Social problems:

  • Owners responsibility - rights and obligations
  • Different household incomes
  •
